ベルギーの連邦構成主体の一つである人口116万人のブリュッセルは19の基礎自治体から構成され、その一つが憲法上の首都であるブリュッセル市です。フランスのパリの20の行政区と比較されることもあり「小パリ」とも呼ばれていますが、パリとは違い全体を統括する「市長」はいません。ブリュッセルはフランス語とオランダ語の公式な2言語地域であり、市民は多数のフランス語話者(85%から90%を占める)と少数のフラマン語話者(10%から15%を占める)に分かれるため、街中にある看板、標識、駅名などは、フランス語、オランダ語の二ヶ国語表示が義務付けられています。市民は話す言語によって通う学校などが異なり、フランス語、オランダ語話者に対する文教、言語政策についてはそれぞれフランス語共同体政府とフランデレン政府が担当する。ブリュッセルはベルギーを南北に分割する言語境界線の北側にあり、フランデレン地域の首都でもあり、フランデレン地域の政府と議会が置かれている。フラマン系とワロン系の2大民族のほかにも、欧州委員会など多くの国際機関があるため、欧州連合加盟国出身者が多く住んでいます。

The city is a part of both the French Community of Belgium and the Flemish Community, but is separate from the Flemish Region and the Walloon Region. Since the end of the Second World War, Brussels has been a major centre for international politics and home to numerous international organisations, politicians, diplomats and civil servants. Brussels is the de facto capital of the European Union, as it hosts a number of principal EU institutions, including its administrative-legislative, executive-political, and legislative branches. Historically Dutch-speaking, Brussels saw a language shift to French from the late 19th century. The Brussels-Capital Region is officially bilingual in French and Dutch, even though French is now the lingua franca with over 90% of the inhabitants being able to speak it.
